IEC 63327: which standard an autonomous cleaning machine is actually built to

Specifications for autonomous scrubbers almost always cite ISO 3691-4. That is the standard for driverless industrial trucks. The floor treatment machine has had one of its own since 2021 — and it rarely appears in the enquiry.

There is a standard that almost never appears in specifications for autonomous cleaning machines, despite having been written for exactly those machines. What appears instead is usually ISO 3691-4 — the standard for driverless industrial trucks. The difference sounds like a filing reference and is not one: it determines which document was assessed against, which annex governs fully autonomous operation, and why a machine working outdoors has to be treated differently from the same machine in a hall.

Anyone specifying an autonomous scrubber today will find the same reference in almost every enquiry: ISO 3691-4. It gets quoted because it is the best-known standard for driverless vehicles. For a cleaning machine, it is not the standard the machine rests on.

The list of applications is written into the standard: sweeping, scrubbing, wet or dry pick-up, polishing, application of wax, sealing products and powder-based detergents, and shampooing of floors.

Machines covered can operate in automatic or in manual mode. And the standard names the operating environment it was written for: automatic floor treatment machines for commercial use might require operation within close proximity to large groups of people, such as in shopping malls and schools. The machines are to be designed to avoid hazardous contact with persons in the environment in which they are applied.

The word the assessment hangs on is indoors. That restriction sits in the standard's own scope.

It does not stand alone: the 60335 frame beneath it

IEC 63327 is not a self-contained standard. It states that its requirements are applied in addition to the requirements for commercial floor treatment machines in IEC 60335-2-72, as far as applicable.

IEC 60335-2-72 exists in edition 5.0 of 2021 and deals with floor treatment machines with or without traction drive for commercial use, both ride-on and walk-behind. Its scope names public use areas such as hotels, schools and hospitals; industrial locations such as factories and manufacturing shops; retail outlets such as shops and supermarkets; business premises such as offices and banks — and explicitly commercial use indoors or outdoors. Battery-operated machines are covered, including those with a built-in battery charger.

For machines designed solely for wet or dry pick-up, additional or modified requirements from IEC 60335-2-69 apply where stated. IEC 60335-2-72 does not apply to floor treatment appliances for household use, which IEC 60335-2-10 covers, nor to machines covered by IEC 60335-2-67.

So the assessment chain for an autonomous scrubber runs through at least two documents, not one.

Annex FF: the machine with no manual mode

The part of the standard most relevant to a robot fleet sits in an annex. IEC 63327 gives modified requirements in Annex FF for automatic floor treatment machines not equipped with a manual mode.

That is the dividing line that matters in practice. A machine an operator can still take over by hand and a machine that has no such mode are not the same case normatively. Anyone buying a fully autonomous machine without manual guidance should know that a dedicated annex exists for exactly that — and ask whether it was applied.

Why ISO 3691-4 addresses a different class of machine

ISO 3691-4, edition 2023, is titled Industrial trucks — Safety requirements and verification — Part 4: Driverless industrial trucks and their systems. The examples of driverless industrial trucks it gives include automated guided vehicle, autonomous mobile robot, bots, automated guided cart, tunnel tugger and under cart.

That is the family of load-handling vehicles. A scrubber does not handle a load; it treats a floor. The two standards describe different machines, and the dedicated standard for the floor treatment machine is the one whose scope names it.

What ISO 3691-4 excludes is also worth noting: it does not give requirements for additional hazards arising in nuclear environments, on a public road, in potentially explosive environments, in military action, in operations with specific hygienic requirements, or in ionizing radiation environments. The hygienic operating environment that cleaning machines typically work in is among the cases for which that standard sets no requirements.

Outdoor work falls outside IEC 63327

One consequence of how the two scopes interlock is routinely missed in tenders for outdoor areas.

IEC 63327 is written for commercial use indoors. IEC 60335-2-72 covers indoor and outdoor use. An autonomous sweeper working a yard, a loading zone or a car park therefore sits outside the scope of the standard written specifically for automatic machines — and for automatic operation falls into a gap the manufacturer has to close another way.

Anyone procuring autonomous outdoor cleaning should settle that point explicitly rather than assume the indoor standard carries over.

What is checkable in the declaration of conformity

The declaration of conformity names the standards applied. For an autonomous indoor floor treatment machine, IEC 63327 and IEC 60335-2-72 are the documents to expect there, with IEC 60335-2-69 added for pure wet or dry pick-up. If ISO 3691-4 stands there alone, the declaration describes a different class of machine from the one delivered.

The legal frame moves on regardless: Machinery Regulation (EU) 2023/1230 applies from 20 January 2027 and replaces the Machinery Directive. Standards such as IEC 63327 are the technical means by which a manufacturer meets those requirements concretely — they fill the legal frame in rather than replacing it.
