A terminal is a site, not a border crossing.

Quay, container stack and gate sit behind the operator's own fence. That is exactly what makes a port terminal a case for the ground and aerial layer — border control, customs and general harbour policing stay with the responsible authorities.

The scope

Perimeter and assets. Not the border, not customs, not people.

This page covers perimeter and asset security on the area a terminal operator itself controls: fence, gate, container stack, quay and storage. It does not cover border control or customs clearance at an international ferry or cargo terminal — that runs through Bundespolizei and customs (Zoll) at the designated crossing point. And it does not cover general harbour policing: in Germany, vessel traffic, waterway supervision and oversight of dangerous goods are a state-level Wasserschutzpolizei function, not something werob or wedrone provides.

The same boundary as on any other wedrone page applies here too: the flight is there to establish that something is happening on an area, not who is there. Person identification, biometric matching and crowd monitoring are not part of what is specified here — and neither is detecting or mitigating third-party drones (counter-UAS), because no such product exists in werob's partner catalogue.

Why this is a case

A terminal is a fenced site with one operator.

The Zentralverband der deutschen Seehafenbetriebe (ZDS, Germany's central association of seaport operators), per the association's own currently published member list, names 14 seaport locations — Brake, Bremen, Bremerhaven, Brunsbüttel, Cuxhaven, Emden, Hamburg, Kiel, Lübeck, Nordenham, Rendsburg, Rostock, Stralsund, Wilhelmshaven and Wismar — with roughly 140 companies engaged in seaborne cargo handling across Bremen, Hamburg, Mecklenburg-Vorpommern, Niedersachsen and Schleswig-Holstein. Each of those locations comprises several individual terminals, each with one operator who controls its own fence and gate.

That is exactly the precondition the two standard scenarios in Appendix 1 to the Annex of Regulation (EU) 2019/947 are built on: a controlled ground area. A single terminal satisfies that precondition structurally the same way a works site does. The same drone ecosystem as any other wedrone site

DJI Enterprise, Skydio and Percepto are already part of wedrone's drone ecosystem and suited to fixed-installation perimeter monitoring — named as market platforms, not confirmed werob partnerships. FAQ

Does this replace border or customs control at the terminal?
No. Border control and customs clearance at international ferry or cargo terminals run through Bundespolizei and customs (Zoll) at the designated crossing point. This page covers only the perimeter and asset security of the area the terminal operator itself controls.
What about general harbour policing and oversight of dangerous goods?
That is a state-level Wasserschutzpolizei function, not something werob or wedrone provides. We structure perimeter and asset security on the fenced terminal site, not shipping-lane, vessel-traffic or dangerous-goods policing.
Does the system detect or disrupt other people's drones over our terminal?
No. This page covers wedrone's own scheduled flights over your controlled ground area. Detecting or mitigating third-party drones (counter-UAS) is a separate technology category and is not currently part of werob's or wedrone's partner catalogue.
Does the same rule apply here as on an ordinary works site?
Structurally, yes. A single terminal with its own fence and its own access control satisfies the same precondition the standard scenarios in Appendix 1 to the Annex of Regulation (EU) 2019/947 are built on — a controlled ground area. Remote-pilot responsibility, link-loss behaviour and the SORA 2.5 compliance path are described in full on the wedrone site-security page and are not repeated here.
What runs on the ground?
The same patrol hardware as any other werob perimeter: Unitree B2, Boston Dynamics Spot and ANYbotics, with thermal and low-light sensing, wired into Genetec. The terminal case is listed as its own case under the Security & patrol solution.
What does it cost?
We do not put a price per site on a website, because without the area it does not exist. What drives it: the size and shape of the controlled ground area, whether the ground and aerial layer are combined, and how much work the integration into the existing terminal control room turns out to be.
Are people identified or tracked?
No. Person identification, biometric matching and crowd monitoring are expressly not part of what is specified here — on a terminal exactly as on any other wedrone case.
